The assignment supports Türkiye’s CAP Network under IPARD III by organizing and facilitating the second round of Regional Monitoring & Evaluation Committee meetings and converting their outputs into region-specific strategy documents. The work is centred in Ankara and brings together representatives from 26 provinces—Provincial Directorates, ARDSI, development agencies, LAGs, producer organizations, NGOs, academia and rural entrepreneurs—to consolidate feedback, exchange practices, and shape 26 regional strategies aligned with national CAP objectives and EU standards. Meetings are delivered over a two-week window (8 days total) in a five-star (or equivalent) venue with up to seven parallel rooms, combining prior online preparations with expert-moderated, bilingual sessions in Ankara.

Methodologically, the project follows a phased approach: (i) inception and work-plan approval; (ii) online preparatory coordination and materials; (iii) in-person committee meetings with logistics, facilitation, visibility and documentation; and (iv) consolidation of 26 draft regional strategies and final reporting.

• Inception & planning including bilingual Inception Report, work plan, timeline and coordination/visibility arrangements.
• Online preparatory activities (26 regions): Provision of Zoom package; outreach to provincial focal points; participant list building; TR/EN agendas/invitations/presentations; brief session summaries feeding the regional strategy drafting.
• Organization of Regional Committee Meetings (Ankara): Delivery of meetings for ~260±30 participants over 8 days within 2 weeks, in a five-star (or equivalent) venue with up to 7 rooms running in parallel (2-day meetings per region). On-site registration and facilitation per approved agenda.
• Logistical and Accommodation arrangements: Accommodation for 220±30 participants, intercity and local transfers
• Visibility & materials: Preparation/approval of bilingual visibility items (backdrops, roll-ups, folders, badges, signage) and photo/video documentation in line with EU rules.
• Facilitation & documentation including drafting of 26 regional strategy documents.
