"The Programme for the International Assessment of Adult Competencies (PIAAC) is the largest international adult survey ever conducted to draw the current framework for countries to have a more qualified workforce in the 21st century and to overcome related problems. It is jointly conducted by the Education Directorate of the Economic Development and Cooperation Organization and the Employment, Labour and Social Affairs Directorate. The overall objective of the program is to contribute to a more efficient and effective transfer of the skills of the workforce into the economy. As a result of Turkey's participation in the 'International Program for the Measurement of Adult Skills' between 2012 and 2016 under the Ministry of Labour and Social Security Directorate of European Union and Financial Assistance, it has become necessary for the staff of the institution to check and confirm the data obtained through field studies, as well as to ensure the comprehensibility of the reports created by the OECD in order to formulate policies for the benefit of the country. In order to observe demographic characteristics, factors such as age, gender, and education level of individuals are indicated in graphs and tables. To make detailed breakdowns within the scope of the study, sample topics are presented to the reader in order to make meaningful inferences from the data set. |
There are a total of 22 cities in the data set where these analyses were conducted. In this context, the aim of this study is to understand the statistical infrastructure of the PIAAC study and to transfer the experience and knowledge of the process carried out with CAT to the relevant staff. As a result of the discussions on the studies carried out by using data mining techniques with the formation of similar studies in the future periods from the data obtained at the end of PIAAC, the issue of positive and negative evaluation of the results of the PIAAC study has gained importance. It was aimed to carry out training activities on evaluation processes in the computer environment and to reinforce these trainings with meetings and workshops.
